    Annual Permit and Municipal Registration Application (Effective August 1, 2026 - July 31, 2027)

    *Incomplete applications will not be accepted, and late fees may be applied.
    *All dates on the motor vehicle registrations, certificate of insurance, and inspections must be current as of 7/31/2026 or application is incomplete.

    You must provide an answer to every question. If the question is not applicable, write “N.A.” or “Not Applicable.”

     

    NOTE: Late fee policy – There is a late penalty fee of $1000, HRRA permit fee doubles to $500 per vehicle and the municipal registration fees double for renewals received or completed after the due date. Access to all HRRA transfer stations will be suspended. If you need assistance with your application, make an appointment with HRRA Staff. It is the haulers responsibility to start the process and obtain insurance coverage on time.

     

    What is a Municipal Registration and who is required to have one?
    Any collector hauling solid waste generated by residential, business, commercial or other establishments, including, but not limited to, recyclables generated within the borders of a municipality, shall register annually in such municipality and disclose specific information to the municipality. Sec. 22a-220a

     

    Note: Registration with the HRRA is deemed registration in the municipality.

     

    What is an HRRA permit and who is required to have one?
    The HRRA Permit gives access to the HRRA transfer stations for any hauler collecting municipal solid waste including junk/residential bulky (under 4’). Haulers are charged the contracted HRRA MSW Tip Fee and there is no minimum tonnage. The HRRA Permit does not cover construction and demolition debris tip fees. The 2026-27 MSW Tip Fee effective July 1, 2026, is $112.47 (including current fuel, transportation, and administrative surcharges.)   • *NOTE: If you are registering in the Town of Wilton - In addition to HRRA’s requirements, Wilton requires that the vehicles used for collecting; transporting and/or disposing of solid waste materials must have its seal inspected in order to obtain the registration from HRRA.  Wilton also requires that you obtain container permits for all of your commercial garbage and recycling containers in Wilton.  This application will not be approved until Wilton's requirements are satisfied.

  • SECTION 4 - VEHICLES

  • ALL trucks used to collect material in the HRRA region are required to have a registration/permit sticker affixed to EACH TRUCK operating in the region. 

    Permits to access the transfer station for MSW are $250 per truck
    Permits to use for collection are $0 per truck

  • Does the company agree to notify HRRA at the time of sale of existing assets or purchase of new assets that have or will need HRRA or OAK RIDGE permits or municipal registrations, a change in the ownership of said company as listed in item (a) above, a company/business name change, and/or the dissolution of any company/business registered to collect in any HRRA municipality.*

  • Does the company offer unit base pricing (also known as PAYT or SMART) charging customers three levels of pricing based on the number of MSW bags, number of containers or size of containers? In order to provide the appropriate financial incentive and protect haulers financially, variable volume prices should reflect a clear advantage to the consumer to reduce their volume of MSW and increase recycling*
  • Is the company in compliance with all ordinances, laws, rules, or regulations? Note: The HRRA, at the directive of the municipalities, reserves the right to suspend municipal registration and/or deny access to HRRA transfer stations if it is determined that your company is not in compliance with ordinances, laws, rules, or regulations.*

    I understand I must print FORM B - Sworn Affidavit and have it notarized.  The original must be submitted to the HRRA on or before the annual deadline of July 31st.  

    NOTE TO NEW HAULERS REGISTERING MID-YEAR: Form B must be mailed/submitted to HRRA by the due date assigned to you by the HRRA.
