    About the Program
    The Prevent Another Litter Subsidy (PALS) is offered in partnership with the City of Edmonton to support low-income residents in Edmonton and surrounding communities (within 200 km).

    Eligibility Requirements
    To qualify, applicants must meet all of the following:

    • Cat is 4 months to 6 years old
    • Cat is not on medication and has no chronic health conditions
    • Applicant lives within 200 km of Edmonton
    • Applicant meets the Canadian Low-Income Cut-Off (LICO) guidelines (see income section for details)
    • Maximum of six (6) pets per household may be spayed/neutered through this program

    Fees

    • $40 non-refundable admin fee per cat
    • Proof of income and payment must be submitted with your application

    Application & Appointment Timeline

    • Processing time: Up to 15 business days
    • Appointments: Typically scheduled 2 months in advance
    • Mobile unit availability (May–August): Tuesdays and Wednesday only
    • If the location on the form does not suit you, please wait until the next application month, as different locations will be available.

    Note: Priority may be given to applicants who face transportation barriers or live closest to a clinic location.

    Please ensure you meet all requirements before applying.

  • We will do our best to schedule your appointment at your requested clinic location. However, due to the limited number of appointments at each site, your appointment may occasionally need to be booked at a different location.

  • If another individual is dropping the animal off, you must add them as an authorized individual which gives them permission to sign the waiver on the day of surgery.

  • Pet Licensing

  • Save money when you license your pet through the PALS program. Pet licenses help your pet to be reunited with you, should they become lost. 

    The City of Edmonton offers one discounted Cat License for 1-year through our program for residents of the city. 

    Cat: $11 (regular $21)

    Things to note:

    • You must be 18 or older to license a pet
    • The maximum number of pets allowed per residence is 6 cats and 3 dogs
    • You will receive a physical tag by mail to your address 6-8 weeks following animal surgery

    Please note: Pet licence fees are non-refundable and non-transferrable once paid.

  • Where information is being provided to the City, such information is being collected by the City under the authority of section 33(c) of the Freedom of Information and Protection of Privacy Act, and will be used by the City for the purpose of confirming all animal license requirements.   • Proof of Income

  • Approval for assistance is based on flexible criteria and a variety of factors. Proof of income is required to verify eligibility. 

    Applicants must meet at least one of the following eligibility requirements to qualify.

  • Note: You MUST attach proof of income for both yourself and your partner with your application.

    • AISH card 
    • Social assistance statement
    • Tax notice of assessment (most current tax year)
    • Letter of reference from your social worker
    • Documentation of circumstances
    • We are not able to accept any bank statements, pay stubs or T4’s.

    The non-refundable admin fee is $40 per animal
