If you have any pending or active transactions, the transaction fee that applied when the contract went under agreement will still apply.

On September 2nd, you switch to the Starter Plan ($79 transaction fee).
You will still owe the $390 transaction fee for that pending deal since that was the fee in place when the contract was executed.
